Akilee’s DG Amadou Ly Challenges Senelec Over Gas Power Plant Contract

Amadou Ly, the Director General of Akilee, has once again taken legal action against the national electricity company, Senelec. The ongoing dispute pertains to a project contract aimed at deploying and operating an intelligent metering system. However, Ly is now challenging Senelec on a different front, targeting a significant gas power plant project.

The Legal Battle

According to the latest edition of L’As, dated Thursday, August 1, Amadou Ly has issued a court summons to Senelec, dated July 25. The dispute involves West African Energy (WAE), a consortium controlled by prominent business figures such as Harouna Dia, Abdoulaye Dia, and former Minister Samuel Sarr. Ly seeks to annul the contract between Senelec and WAE for the construction of a 300 MW gas power plant at Cap des Biches in Rufisque. The contract in question was signed on June 11, 2020.

Key Allegations

The involved parties are scheduled to appear at the court on August 19, 2024, at 8:30 AM. According to L’As, Amadou Ly contends that the contract’s validity was contingent upon the prior issuance of a production and energy sales license by the Energy Sector Regulatory Commission (CRSE). However, WAE only applied for the license in September 2021, after signing the contract with Senelec.

No Open Bidding Process

Ly also pointed out that the contract was signed without an open tender process, raising concerns about transparency and fairness. Moreover, he criticized WAE for lacking any prior experience in energy production that would justify securing the largest contract in Senegal’s electricity sector history.
